The present invention provides an closed low-temp (2-12 deg.C) and negative pressure (lower than 1 atm) soaking process of low-grade alkali gangue (with total copper content of 1.5-5%) and copper oxide ore with oxidation rate greater than 60%. The leachate after purification is distilled continuously to decompose and separate copper oxide, which is further reacted with sulfuric acid to produce copper sulfate. The said technological process of the present invention can reault in quality and stable product, low material, power, steam and water consumption and thus low product cost.
