The method includes that: bit and power of N subcarriers in an OFDM system are initialized; power increment required by increasing message of one bit of each subcarrier in the N subcarriers is calculated; RT/6 subcarriers with less power increment are found and 2 bits are allocated to each subcarrier; bit number to be allocated RT is updated and allocation is continued until bit allocation is completed, and then power allocation is carried out. The invention is applicable to bit allocation and transmitting power optimization.
