The invention discloses a method for synthesizing N-chloromethyl-N-phenyl-carbamic chloride, which relates to the field of production and preparation of pesticides. A formulation of the N-chloromethyl-N-phenyl-carbamic chloride comprises paraformaldehyde, methanol, phenylamine and solid phosgene. The preparation method for the N-chloromethyl-N-phenyl-carbamic chloride comprises the following steps: (1) preparing solution by using the paraformaldehyde and the methanol, (2) synthesizing YJ intermediate by using the paraformaldehyde solution and the phenylamine, and (3) synthesizing the chlorideby using the YJ intermediate and the solid phosgene. The total yield of the N-chloromethyl-N-phenyl-carbamic chloride synthesized by adopting the solid phosgene without liquid phosgene reaches about 82 percent which is higher than the yield obtained by introducing chlorine in the past, and has low cost and simple production and preparation process.
