The device comprises a female tap and a buckle centralizing device, the buckle centralizing device is connected with the female tap; the buckle centralizing device comprises a buckle, a connecting rod and a fixing device; the buckle is fixed below the fixing device through the connecting rod and is positioned below the female tap; the fixing device is fixed to the lower end of the fishing drill rod and arranged on the outer side of the upper end of the female tap. The buckle is of an annular structure with an opening in one end; the diameter of the broken drill rod is larger than the distance between the opening ends of the buckles and smaller than the inner diameter of the buckles.
