The device includes a drill configured for perforating a wall of the mold with the formation of a through aperture, a shroud passageway through or adjacent the drill, and a passageway from a source for pressurized fluid leading to the shroud passageway. The shroud passageway is configured whereby fluid such as air is applied therethrough simultaneously with perforation operation of the drill. A method for manufacturing a tile by using molten slag of harmful waste materials comprises the steps of: mixing 50-70 wt% of molten slag of harmful waste materials containing 52-57 wt% of SiO2, 12-17 wt% of Al2O3, 1-3 wt% of Na2O, 0-2 wt% of K2O, 12-17 wt% of CaO, 1-3 wt% of MgO, 1-5 wt% of Fe2O3 and 1-5 wt% of impurities including P2O5, TiO2 and Cr2O3 with 28-47 wt% of waste glass powder and 2-5 wt% of zinc oxide; compressing the mixture under a pressure of 300-500 kg/cm^2 to provide a molded product; and firing the compressed molded product at 1100-1200 deg.C. Further, a particle size of the molten slag of harmful waste materials is 60 to 100 meshes.
