The preamble and sync subframes frequencies may be the same as, or different from, preamble and sync frames frequencies during a call establishment phase of the call. If different, the preamble and sync subframes frequencies are selected from one or more frequencies. Use of the preamble and sync subframes frequencies is compensated for when selecting the traffic slot frequencies to obtain uniform utilization of the spectrum.

If a subscriber associated with the telematics unit is deaf and/or mute, and a TIM (TTY (TeleTYpewriter) Interface Module) or TTY device is not available to the subscriber, the subscriber may not be able to communicate with a call center regarding an emergency situation. Thus, expedited emergency procedures are executed by the call center in such a situation to avoid delay and facilitate the arrival of assistance as soon as possible.

Methods and devices for optimizing on-time throughput in a wireless network. An enhanced node B (eNodeB) integrating two or more air interfaces schedules transmissions, for a measurement period, over at least one of the two or more air interfaces. The eNodeB estimates, based on the transmissions, a metric of on-time throughput for the user equipment (UE) within the cell, where on-time throughput is a measure of an amount of data that arrives at a destination before a delay threshold has been reached and at a bit-rate greater than or equal to a target bit-rate. The eNodeB then assigns UEs within the cell to an air interface of the two or more air interface to maximize the metric of on-time throughput for the UEs within the cell.
