Techniques for performing power control and handoff are described. In an aspect, power control (PC) is supported with multiple PC modes such as an up-down PC mode and an erasure-based PC mode. The present invention pertains to a terminal device, which, when ARQ is used for communication that uses an uplink unit band and a plurality of downlink unit bands associated with the uplink unit band, and when a transmission mode that supports up to 2 TB in a PCell is set in the terminal, is capable of reducing the amount of signaling from a base station while eliminating a lack of PUCCH resources when semi-permanent scheduling (SPS) is used in the PCell. In some wireless communications systems, a base station may transmit downlink control information (DCI) messages to a user equipment (UE). A DCI message may be transmitted using a particular DCI format based on the type of control information included in the DCI message. In some cases, different types of control information may be transmitted using the same DCI format. In such cases, one or more bit fields in a DCI format may be useful to a UE for one type of control information but may not be useful to a UE for another type of control information. As described herein, in order to limit the overhead associated with control information transmissions, a base station may support techniques for utilizing these bit fields in a DCI format to transmit information corresponding to the type of control information being transmitted. 1. Techniques for improving the capacity of a wireless communications system using interference cancellation (IC). In an early decoding and IC aspect, a frame transmitted from a user to a base station may be decoded prior to the entire frame being received by the base station. The remaining portion of the frame may then be re-constructed at the base station prior to its reception, and cancelled from the receive signal to reduce the interference to frames received from other users.
