... 본 발명은 장애인 주차구역에서 주차차량과 함께 운전자 또는 탑승자의 안면을 인식한 후 인식된 정보를 등록정보와 비교판단할 수 있는 관리시스템을 구축하여 장애인 주차구역의 불법주차를 사전에 차단하는 동시에 효율적으로 관리 및 단속함을 제공하도록, 장애인전용 주차구역 내 불법주차를 단속하는 주차 관리시스템에 있어서, 장애인전용 주차구역에 진입하는 주차차량의 차량번호를 촬영하여 차량정보를 인식하는 차량인식부와, 주차차량의 장애인 주차증을 촬영하여 장애인 주차증정보를 인식하는 주차증인식부와, 차량의 탑승객 중 해당 장애인의 얼굴 영상과 함께 시, 군, 구로부터 장애인임을 증명하여 발급받은 복지카드를 촬영한 후 분석하여 장애인의 정보를 인식하는 안면인식부와, 상기 안면인식부로부터 정보를 인식하되 장애인전용 주차구역에 주차 후 해당차량에서 하차한 탑승자의 인식정보를 상기 안면인식부에 의해 초기에 등록된 장애인 정보와 비교하여 장애인 탑승 여부를 비교 판별하는 안면비교판별부를 포함하여 구성되는 정보인식장치와; 상기 정보인식장치로부터 차량, 장애인 주차증 인식정보 및 복지카드, 안면 인식정보를 수신하되 상기 정보인식장치에 결과정보를 송신가능하게 유·무선통신망으로 연결되는 송수신수단과, 상기 송수신수단을 통해 상기 정보인식장치에서 수신된 정보들을 상호 연계하여 등록 저장하는 데이터저장수단과, 상기 차량인식부와 주차증인식부로부터 수신된 차량 및 장애인 주차증 인식정보를 기초로 상기 데이터저장수단에 등록된 복지카드 및 안면등록정보와 상기 안면인식부로부터 수신된 복지카드 및 안면인식정보를 비교하여 동일 여부를 판단한 후 상기 송수신수단에 결과정보를 전달하는 정보매칭수단을 포함하여 구성되는 제어서버부;를 포함하고, 상기 정보인식장치에는 상기 제어서버부의 송수신수단으로부터 결과정보를 수신하되 안내메시지를 음성으로 출력가능하게 구비되는 음성출력부를 포함하는 안면인식 및 매칭기술을 이용한 장애인전용 주차 관리시스템을 제공한다.
