A medical heater includes: a heat generating portion that is made of a material containing nickel, the heat generating portion being configured to generate heat when energized; and a passivation film that is made of nickel fluoride, the passivation film being configured to cover at least a part of a surface of the heat generating portion. 1. A medical heater comprising:a heat generating portion that is made of a material that includes nickel, the heat generating portion being configured to generate heat when energized; anda passivation film that includes nickel fluoride, the passivation film being configured to cover at least a part of a surface of the heat generating portion.2. The medical heater according to claim 1 , whereinthe heat generating portion is made of a material that includes one of: stainless steel, nickel, or a nickel alloy.3.
