Circuit 25 determines whether the actual velocity signal of detector 20 exceeds a given limit with a representative value derived with oscillator 26 and pulse counter 27 and the associated AND gate 28. The binary signals are discriminated by comparator 35 connected to NAND gates 40/41. The inhibiting signals are provided by circuit 54 and the up/down counter 66 provides indication signals of "high" and "low" for determining the operation of traffic lights.

Traffic performance analysis and congestion detection is achieved through discrete event simulation. The road network is translated to a graph. Individual vehicle speed is also computed to detect speeding vehicles by comparing their speed to the nominal speed limit in the road section.
