An overload control device is disclosed. In one embodiment, the device includes a load measuring unit configured to measure the load of a radio network controller, wherein the network controller is in data communication with a plurality of base stations and an overload determining unit configured to determine whether an overload has occurred in the network controller based, at least in part, on the comparison of the measured load and a predetermined load. The device may further include a call connection controller configured to limit a new call connection setting of at least one base station which has a total transmission output greater than an allowed transmission output. The total transmission output indicates a power output of the base station for transmitting at least one call during a predetermined period. The allowed transmission output may vary according to the determined overload.

Wireless offloading provides tools to a service provider to encourage or direct a subscriber to offload from a first network, e.g., a cellular network, to a second network, e.g., a Wi-Fi network. The cellular service provider can use network data to determine wireless offloading priorities for cellular subscribers on an individual or group basis. The cellular service provider may use wireless network data it has and/or wireless network data it learns about networks from the wireless devices (which may obtain Wi-Fi network data from beacon frames of Wi-Fi networks or active scanning and which may report to the cellular service provider). Each wireless device can be given scanning assignments to ensure that the reporting task is shared among subscribers or adjusted to fill in gaps in data. With the network data, the cellular service provider is capable of generating useful prioritized network lists for wireless devices, either individually or as a group. Preferences can be encouraged in the form of incentive offers to subscribers to, e.g., offload from the cellular network to a Wi-Fi network. Incentive offers can include offers to lower service costs or provide additional or improved services.

Enhancing aqm to combat wireless losses

In order to maintain a small, stable backlog at an internet router buffer, active queue management (AQM) algorithms drop packets probabilistically at the onset of congestion. This causes Transmission Control Protocol (TCP) data flow rates to reduce. However, wireless losses may be misinterpreted as congestive losses and induce spurious reductions in flow rates. A prior art AQM with random early detection (RED), fails to maintain a stable backlog under time-varying wireless losses. However, the present invention can resolve the problem and provide a robust tracking of the backlog to a preset reference level by applying a control-theoretic vehicle, Internal Model principle, to realize such tracking. An integral controller (IC) is used as an embodiment of the principle that is robust against time-varying wireless losses under various network scenarios.

A method an apparatus for sending data to a User Equipment via a Radio Access Network node using the Transmission Control Protocol. A TCP node that sends TCP User Plane data to the UE receives a message originating from the RAN node. The message includes a congestion avoidance inhibitor relating to the UE. If the TCP node subsequently detects packet loss is detected between the TCP node and the UE, and the congestion avoidance inhibitor is present, then the TCP node will inhibit a congestion avoidance mechanism. This ensures that congestion avoidance mechanisms, which reduce transmission rate, are not initiated for temporary RAN events such as handover when there is no congestion in the network.
