Provided are a method for mass-producing carbon quantum dots having a uniform size using emulsion, and a method for doping with other elements in the inside of a carbon structure or substituting the surface with a surface stabilizer having a different certain chemical functional group to control properties of the carbon quantum dots. The method for mass-producing carbon quantum dots in accordance with the present invention enables mass-production, simple processes, excellent reaction yields, and easy control of the size. In addition, according to the present invention, the carbon quantum dots having a uniform size and an excellent quantum yield can be synthesized, and colors can be embodied at the level of the conventional molecular chromophore or heavy metallic quantum dots by modifying a chromophore structure.
