The present invention relates to a device and method for image encoding/decoding using prediction direction conversion and selective encoding. The present invention provides an image encoding device that encodes the current block of an image, comprising a rectangular encoding part that, when a current block is input, divides it into rectangular block units and carries out stepwise encoding so as to output a rectangularly encoded bit stream; a square encoding part that, when a current block is entered, encodes it in square block units so as to output a square encoded bit stream; and an encoding selection part that computes the encoding cost of a rectangularly encoded bit stream and the encoding cost of a square encoded bit stream so as to output the bit stream with minimal encoding cost. According to the present invention, the prediction accuracy may be increased when encoding or decoding an image so that image encoding efficiency can be improved.
