The present invention provides a composite metal oxide catalyst for removing a volatile organic compound which comprises a composite metal oxide of cerium (Ce), zirconium (Zr), copper (Cu), and metal (M), wherein the metal (M) is selected from the group consisting of manganese (Mn), cobalt (Co), titanium (Ti), zinc (Zn), tin (Sn), indium (In), chromium (Cr), iron (Fe), and nickel (Ni). The composite metal oxide catalyst for removing a volatile organic compound according to the present invention comprises cerium, zirconium, and a composite oxide of two transition metals, in particular, copper (Cu) and a transition metal (M) other than copper, and thus is economical compared to a conventional precious metal catalyst, is thermally stable, and is excellent in the efficiency of removing a volatile organic compound at a low temperature region compared to conventional metal oxide catalysts.
