Disclosed is a mobile harbor for loading or unloading freight between a container ship and a cargo ship on the sea. The mobile harbor includes a floating-supporting body which can be entirely submersed beneath the surface of the sea or partially exposed onto the surface, both by controlling buoyancy. The mobile harbor includes a supporting section for supporting the container ship and a supporting section for supporting the cargo ship. The supporting sections reduce relative vertical motion between the ship and the mobile harbor by support of at least a part of the load due to contact with the ship. Furthermore, in the case of unloading work, the contact surface of the mobile harbor is decreased as the floating-supporting body is submersed beneath the surface. Therefore, rolling motion of the mobile harbor is decreased and stable unloading work can be achieved.
