Disclosed is a method for making fried steamed buns. According to the method, rice, wheat flour, and additives are mixed at a predetermined ratio, and made into a paste, wherein the additives include margarine. After the paste is made, the paste is primarily aged at room temperature for a predetermined period of time. Thereafter, the paste is molded into buns in which the contents are filled, and then the buns are secondarily aged at room temperature for a predetermined period of time. Then, the buns are steamed, and then rapidly frozen, and the frozen steamed buns are fried, and as a result, the fried steamed buns are made. The fried steamed buns can provide two kinds of flavors since the fried steamed bun is soft inside and crispy outside. Here, the hardness of the skin is high due to the harmony of margarine and rice, and thus, the buns have no shape deformation, and the frying oil outside of the buns does not infiltrate into the buns.
