Systems and techniques are provided for managing an interface between a machine or work vehicle and a surface that the machine/work vehicle travels on in order to provide an optimum work performance level that balances fuel efficiency and surface adversity. Fleet management and reporting capabilities pertaining to such interface management are also provided. 1. A method for managing stability of a vehicle , comprising steps of:sensing operating characteristics of the vehicle; andresponsive to sensing an unstable operating characteristic of the vehicle, stabilizing the vehicle by varying at least one virtual foot parameter of the vehicle, wherein the at least one virtual foot parameter is associated with a virtual foot of the vehicle comprising at least one of a wheel, a track, a track wheel, an inflatable tire, a tire with shape adjustment using magneto-rheological materials, a tire with shape adjustment using electro-rheological materials and a wheel which change footprint.2. The method of claim 1 , wherein varying the at least one virtual foot parameter causes at least one of changing a tire pressure claim 1 , changing a shape of a ground contacting element contacting a surface claim 1 , and changing a number of ground contacting elements contacting the surface.3. The method of claim 1 , wherein varying the at least one virtual foot parameter changes a shape of a ground contacting element that comprises at least one of magneto-rheological and electro-rheological materials.4. The process entails filling a tank, chamber, pipe, or column with ozone-containing gas, introducing into this ozone-containing gas-filled tank, chamber, pipe or column, very small droplets of water, contaminated with volatile organic compounds which then volatilize out from the water and break down in the ozone gas thereby improving the water quality and associated air quality. A method , comprising:detecting user plane congestion at an eNodeB in connection with subscribers of a first one of a plurality of public land management networks (“PLMNs”) sharing a radio access network (“RAN”);identifying one or more of the PLMNs to be notified of the detected congestion in accordance with an agreement between the PLMNs;reporting RAN congestion information (“RCI”) regarding the detected congestion to only the identified one or more of the PLMNs.2. In a second, bi-layer embodiment of the invention, a layer of tantalum nitride is first reactively deposited onto a substrate, then annealed for stabilization. After a ruthenium oxide layer is reactively deposited onto the annealed tantalum nitride layer, the structure is annealed until a near-zero effective TCR for the bi-layer resistor is achieved. The ruthenium oxide capping layer serves as a barrier against chemical attack.

DIELECTRIC INKS FOR MULTILAYER COPPER CIRCUITS ABSTRACT OF THE DISCLOSURE An improved dielectric ink for the fabrication of multilayer, integrated circuits is disclosed. The subject inks comprise a devitrifying zinc-magnesium-barium-aluminum-zirconium-phosphosilicate glass frit, a devitrifying zinc-magnesium-barium-aluminum-silicate glass frit, or a devitrifying zinc-magnesium-strontium-aluminum-silicate glass frit, an organic vehicle and, optionally, a suitable ceramic filler material. The subject glass frit containing a suitable ceramic filler can be fabricated into stand-alone substrates useful in a wide variety of electronic applications. The glass frit of the subject inks has a high softening temperature which facilitates complete removal of carbonaceous residues of the vehicle from the dried ink during firing. This is advantageous in that it eliminates the need to incorporate oxygen-generating additives, such as barium nitrate, in the ink or treatment of the ink in an oxidizing or reducing plasma prior to firing. The disclosed inks are particularly advantageous in the fabrication of multilayer integrated circuits based on copper conductors.

Borosilicate glass frit with MgO as a major component for forming partially devitrified porcelain compositions are provided which are comprised of a mixture, based on its oxide content, of barium oxide (BaO), magnesium oxide (McO) or a mixture of magnesium oxide with certain other oxides, boron trioxide (B 2 O 3 ) and silicon dioxide (SiO 2 ). In accordance with this invention the porcelain compositions are applied to the metal core and fired to provide a partially devitrified porcelain coating on the metal core. The coating has a very low viscosity at its initial fusion point and then almost instantaneous high viscosity due to partial devitrification. The fired coating has a deformation temperature of at least 700° C. and a high coefficient of thermal expansion of at least about 110×10 -7 /°C.
