The membrane-electrode assembly has an electrolyte and a pair of electrodes that are disposed on respective sides of the electrolyte. A reaction surface of the membrane-electrode assembly is in a vertical direction along a direction of gravity and has a shape having a longer dimension in a horizontal direction. The outputs from the plurality of photoelectric converting means are weighted in accordance with the weighting coefficients determined by an arithmetic means, the weighted outputs are added, and the quantity of light during the main flashing is limited on the basis of the obtained sum.
