The invention concerns a device comprising: means for clamping (3) the tubular member to maintain same in a fixed position; means (6), (8) for imparting a circular movement to a driving member (7) about the end of the tubular member; a milling cutter (9) driven in rotation by the driving member and including carbide inserts (10) to perform machining under the combined effect of the circular movement of the driving member (7) and the rotational movement of said milling cutter (9).
