The invention is directed towards methods and compositions for treating piles of particulate materials to inhibit and prevent the loss of valuable fuel or mineral dust from being released from storage piles or open containers. The method involves applying separately to the pile two different compositions. When separate the two compositions are low viscosity and easy to spray. When combined the two form a gel coating that is resistant to erosion but is flexible while the pile or payload is still settling, jostling, being bumped, and otherwise moving around. This coating is especially effective for coal piles, iron ore piles, and also for piles within and/or being moved by open topped railroad cars. The coating's flexibility prevents the coating from becoming brittle and shattering. The coating has better performance than its ingredients do alone. As a result the invention can both prevent unwanted dust pollution as well as save its users money by avoiding loss of blown away material. 1. CATIONIC ASPHALT EMULSION FOR PRIME COAT

ISSARIYAKUL Praphot

A cationic asphalt emulsion for prime coat according to this invention can be used as prime coat for road base course—both untreated base course and treated base course. Once the asphalts dry, they will securely adhere to the base course. It's convenient to use since no need to heat asphalt emulsion while using. The viscosity can be altered by adding the water, so no fire hazardous during heating. The traffic can be back to normal without spreading sand. Besides, the cost is much lower compared to the cutback asphalts, and also less volatile hydrocarbon solvent emissions into the atmosphere. Other than road construction, it can also be applied in other applications, such as temporary covering road in the mine or road under construction, covering open space to reduce airborne dust generated by wind, and covering ground under the building to prevent termite entry into the building, etc. 2. Proposed composition is fairly simple, all its components do not harm the environment and human health and do not affect the main characteristics of coal raw material for further use, which indicates promising composition of wetting agent for suppression of coal dust, as well as wider range of equipment.EFFECT: technical result consists in improvement of wetting agent efficiency for coal dust suppression due to prolonged effective action of foam composition, improving wettability of the surface of coal dust particles, as well as in connection with possibility of gluing coal particles for strong fixation of dusty surfaces due to affinity of polarity of flax oil and coal particles and ability of linseed oil to polymerise in the light.1 cl, 3 tbl
