The present invention relates to a non-lethal bullet for incapacitating a person, which is a non-lethal bullet for incapacitating a person containing a base and a hardener producing an adhesive when mixed together, comprising: a base-coated body containing a base; a hardener-coated body containing a hardener; and a warhead shell body containing the base-coated body and the hardener-coated body. The base-coated body and the hardener-coated body are repeatedly laminated in the inside of the warhead shell body. The non-lethal bullet is made in a shape of a bullet to be easily discharged toward an illegal ship, and easily managed since the base and the hardener are located inside the bullet, which eliminates the need to separately manage the same.
