Disclosed are a composition for forming a nonflammable film comprising: (a) 50.4-64.8 wt% of at least one type of a binder resin selected from a water-soluble or water-dispersible acrylic resin and a water-soluble or water dispersible vinyl-based resin; (b) 19.6-25.2 wt% of water; (c) 6-26 wt% of expanded graphite; and (d) 2-4 wt% of white kerosene, and a nonflammable film obtained from the composition. According to the present invention, the composition for forming a nonflammable film has an excellent drying rate and long-term storage, and it is possible to form a nonflammable film having excellent water resistance, heat resistance and mechanical strength in addition to being nonflammable by conveniently forming a dense resin-expanded graphite composite nonflammable film on the surface of a product to be coated with the composition.
