The present invention relates to a serration pattern forming apparatus and a serration pattern forming method and, more particularly, to an apparatus and a method for forming a serration pattern on the lateral surface portion of an optical sheet such as a light guide plate. The serration pattern forming apparatus according to one aspect of the present invention comprises: a base plate having a light guide plate mounted thereon; a serration core for transferring a serration pattern to a lateral surface of the light guide plate; and a fixed plate facing the upper surface of the light guide plate and being fixed to be spaced apart from the upper surface of the light guide plate at a predetermined interval in order to induce a uniform thickness variation of the light guide plate, occurring due to the transfer of the serration pattern.
