The present invention relates to a pretreatment system for decomposition of particulate materials in air pollutant, and to a method thereof and, more specifically, to a pretreatment system for decomposition of particulate materials in air pollutant, which oxidizes and decomposes high-concentration organic molecules or particulate materials such as droplets in air pollutant released out to industrial sites so as to inorganize the materials.
