The present invention relates to a window and more particularly, to a window incorporating means for effecting pivotal movement of the window panel out of the plane in which the panel is slidable so as to facilitate cleaning of both sides of the window panel. The window includes a top rail guide member a rotatable panel and a bottom rail guide member at least one of the guide members being moveable with the window panel in a direction other than one which is slidable. The invention also includes a lifting mechanism adapted to vertically displace the rotatable panel in order to disengage the complementary engaging members connecting the panel and bottom rail guide member together and allow the rotatable panel to rotate. 2. A window as claimed in claim 1 , wherein biasing means are provided to bias the opposed moveable support moveable along the axis of the pivot pins against the window panel and means are also provided which are adapted to move the window panel against the bias of the biasing means.3. A window as claimed in claim 1 , wherein the displacement of the or each window panel during movement along the axis of the pivot pins is limited by a stop member which engages the frame.4. A window as claimed in claim 1 , wherein one or both opposed moveable supports and its associated window panel are provided with complementary engaging members.5. A transparent luminescent solar concentrator is provided. In another aspect, a luminescent solar concentrator absorbs outside of visible light and emits outside of visible light. A further aspect of a luminescent solar concentrator employs nanocrystal clusters embedded in a polymeric matrix. In still another aspect, a unique ligand and luminophore host pairing is used for a solar concentrator. 1. A luminescent solar concentrator comprising:a transparent waveguide; anda transparent film including a plurality of transparent luminophores, the luminophores operable to absorb light in the ultraviolet spectrum and emit light in the near-infrared spectrum.2. A panel support and panel processing system that provides a single frame assembly for use on a panel processing line in transporting and installing panels, such as glass panels, the frame assembly having a frame with at least one hook that engages a carrier on a processing line to move the frame from one station to the next, and that enables lifting and stacking of multiple frames for transport to and installation at a building site without having to remove the panel, such as a glass panel, from the frame, at which point the frame and panel assembly are secured in situ. 1. A panel processing system for flat panels , comprising:a stationary support structure having upper and lower horizontal rails supported in an upright angled orientation by vertical support members; anda carrier assembly that includes at least one upper carrier and at least one lower carrier to move independently on the upper horizontal rail and the lower horizontal rail respectively, the at least one upper carrier configured to receive one or both of first and second hooks associated with the flat panel to support the flat panel on the stationary support structure, and the at least one lower carrier structured to support the flat panel, the at least one upper and lower carriers mounted on the respective upper and lower horizontal rails to enable movement of the flat panel along the stationary support structure in first and second opposing horizontal directions.2.
