The present invention relates to a low carbon non-cement binder composition composed by mixing fine powder of blast furnace slag, desulfurization slag and ground desulfurized gypsum as industry byproducts and adjusting contents of CaO, SiO_2 and SO_3 ingredients, and additionally, to dry mortar using the same, which can be used for regular plastering without use of cement. The present invention provides a low carbon non-cement binder composition, as a powder composition which is a mixture of: fine powder of blast furnace slag having fineness of 4,000 to 5,000cm/g; desulfurized gypsum having fineness of 3,500 to 4,500 cm/g; and desulfurization slag having fineness of 3,500 to 4,500 cm/g, wherein the powder composition has 41 to 46 wt% of CaO, 23 to 29 wt% of SiO_2, and 2 to 8 wt% of SO_3 based on 100 wt% thereof.
