The foamed material may be located close to and between a reflector wall capable of reflecting high speed high energy shock waves and a pair of electrodes or close to and between two pairs of electrodes. Reticulation may also take place under water. In a typical Example, a piece of polyurethane foam is placed in a stainless steel tube having a polished surface, a wire is pressed through a hole bored in the material, the ends of the wire being fixed to two electrodes, and a discharge is produced between the pair of electrodes to produce a completely open celled foam material.
