The present invention relates to a composition for preventing and treating diabetes complications including Speceria ramalana extract or fractions thereof as an active ingredient, and more particularly, to Spenceria ramalana extract or fractions thereof, which suppresses the generation of an advanced glycation end product, which is an indicator of diabetes complications, suppresses the activity of aldose reductase, and shows effective and significant prevention and treatment of diabetic retinopathy, thereby rendering the present invention useful as the active ingredient in the composition for preventing and treating various diabetes complications including diabetic retinopathy.
